For his part, the UN Secretary-General Ban Ki-moon message on World Telecommunication Day said: "The International Telecommunication Union, since the advent of the telegraph in the mid-nineteenth century, among the key players in helping the world to communicate. The Union continues today its period, from communications traditional to the latest advances in cyberspace, to provide governments and the private sector and civil society, expert guidance and assistance in addressing issues related to information technology and communications. After the conclusion of the two phases of the World Summit on the Information Society successfully, the system is committed to the whole United Nations plan of action that links information and communications technology linked a strong development .

He added that the theme of this year is "Connecting the Young". Young people are among the most prolific users of information technology and communications production and knowledge. But the digital revolution is not accessible to many of them, especially girls and women and people in remote areas which suffer from a lack of services.

He urged policy-makers and industry leaders to put their minds together and work cooperatively with children and youth to produce suitable technologies, applications and services to facilitate access to information technology and communications. Young people with access to ICT often surge ahead in their quest for knowledge, and find it possible to "leapfrog" communication barriers with considerable ease, pointing out that young people are the driving force behind innovation in the development of new technologies and use. He added that digital chasm leaves others for this picture and make them unable to capitalize fully on the benefits of globalization. It is clear that our duty today to provide the opportunities offered by information technology and communications, for all children and young people, especially those who remain unconnected from the ongoing digital revolution.

He noted that the World Summit on the Information Society recognized the youth as the future workforce and earliest adopters of information technology, communications and called for their empowerment. • achieve greater personal satisfaction.

Chapter I: the problems and how to solve them
The problem solving process
Problem solving process is the President of the five operations, namely:
First: The problem is discrimination and analysis
Can pass problems without notice it unless we use Osaliba occasion to discover, when they are discovered, we need to give it a name or a provisional definition to help us focus our search for further related information, and through this information we can to prepare a description or definition is true to them.

II: analysis of the problem
We need to understand the problem before we look for solutions, and unless this is done, subsequent efforts have undertaken to solve them can lead us in the wrong direction, and includes the process of analyzing the problem to collect all relevant information, and representation in a meaningful way so that we can see the relations between different information .

III: development of possible solutions
Including the development of possible solutions to resolve the problem, to ensure full comprehension, and then develop action plans to address any obstacles to achieving the goal, is to develop practical solutions through a process of integration and modification of ideas, and there are many methods available to assist in the completion of this process, and we must remember that the more you have a larger number of ideas for working on which was your chance to find a better actor.

IV: Evaluation of solutions
If there is a range of possible solutions to the problem; you need to evaluate each of them separately, comparing possible outcomes, so you need to:
• determines the character of the desired result, including the restrictions that must be taken into account.
• put forward solutions that Atrai restrictions.
• evaluate the remaining solutions for the desired outcome.
• assess the risks associated with the best solution.
• To decide which will be implemented.

V.: Implementation of the solution that you chose
The solution requires the implementation of the plan contains important things, including:
1 - the actions required to achieve the goal.
2 - time scales.
3 - the necessary resources.
4 - The plan also includes ways to reduce risks to a minimum and to prevent errors.
5 - also includes remedial action in case of non-functioning of any stage as planned.
During the progress in the implementation process were steadily losing their actions, and compare the expected results, and any deviation from the standard expected should be addressed quickly.
When the implementation has been completed will be reviewed over the overall success of the solution, there may be a need for further action if it is not the goal.

Failure to resolve problems effectively
Include the reasons why people fail to find effective solutions as follows:
• failure to follow the methodology.
• Lack of commitment to solving the problem.

• Lack of knowledge of the methods (techniques) and processes to solve the problem.
• inability to use the methods effectively.
• Do not use the appropriate method for a specific problem.
• insufficient information, or lack of authenticity.
• inability to integrate creative thinking thinking analysis.
• inability to ensure effective implementation.

Chapter II: psychological constraints to solve the problem of actor
First: The perception
There are obstacles that may appear when Andrick problem, or the information necessary to solve it correctly, these difficulties include the following:
1. See what we expect to see him only, so forget about the possibility to see others for the correct solution to the problem, which was absent from our consideration.
2. Lack of awareness of the problem effectively, where we tend to rush to solve the problem based on what we find things only clear without effort to what is more, leading to a lack of information, which leads us not to a proper understanding of the relationship between different parts of the problem .
3. Profiling (mold) problems in the sense the use of names is appropriate, for example, there may be more than one reason it did not receive a check from a client delayed, often in payment, it might be the reason not to issue a bill for him, or that the invoice did not arrive, or perhaps check the client has in the mail ... , And it is wrong to automatically equate lack of non-receipt of payment.
4. Not see the problem according to dimensions of real job by relying on partial information, and neglect the information that reflected our overall size of the problem and its dimensions.

It will help you follow a few simple steps from seeing the complete picture, and these steps are:
A - Place the regulations and procedures for alerting you to problems and potential opportunities.
B - do not rely on standards is not clear and individual.
C - Select and solve problems accurately sure to collect all relevant information.
D - Make sure that you used the incorrect information, or made assumptions about money related problem and not related to them.
E - Ask the views of other people.
And - use the graphic representation of the problems to clarify the relationship between different aspects of the problem.
G - Check regularly the current situation.

II: Expression
Could include the difficulties of expressing the following:
• inability to express ideas appropriately.
• Using the wrong language to work to solve the problem.
• lack of knowledge about applications of the language.

We can take some steps to improve our expressive example, you can:
1. Identify any languages that will help you most likely to solve a specific problem.
2. Ask for expert assistance in the problems which necessarily involves the language of which I am not at liberty.
3. Try to use languages other than the standard languages used, for instance if the visual language rather than the language of words, or to use the language rather than the raw data tables.
4. Sure Tkevk with the level of public understanding, and use appropriate language when he Crg to specific ideas.

Third: emotion (passion)
Can cause emotional difficulties, drawn to us when it conflicts with the needs of solving the problem, and hit some examples:
• Fear of making mistakes or appearing foolish in front of people, especially if they were colleagues, and as a result, we tend to set easy targets bypassing the risk of failure.
• lack of patience, as the desire to reduce the anxiety through the granting of a system on the situation, or desire to gain appreciation through success can make our patience while solving the problem, and Aqubtan main Almtertbtan of this are: the tendency to cling to any proposed solution without an adequate analysis of the problem, the tendency to reject the solutions or ideas that are familiar almost instinctively.
• Avoid anxiety or tension, for example, some people hate change severely; because it implies a lack of assurance could be threatened.
• Fear of risk.

There are a lot of practical steps that you can take to reduce the effects of emotion, including:
1. Check out an analytical ideas and existing methods.
2. Accept the truth, which you whenever you are seeking new ways and better performance of something; it has to be mistakes.
3. Remember that many of the people they encounter ridicule and mockery for their efforts and their solutions, and then subsequently became known that great inventions.
4. If you're still afraid to appear stupid tried to apply your ideas in practice before the exposure to others, or place of logical arguments substantiated T it will work.
5. If you hate change Imagine applying your hopes on the ground to see the benefits to be reaped from it.
6. These grants methodologically rigorous control of rush or impatience.
7. Reduce stress through the steps to address the problems enables you to run better, and if necessary ask the problem aside for a temporary period, then return to them later.
8. If you do not wish to risk-select the possible results are commendable, and then look for ways to minimize the risk of occurrence.
9. If it appears that the problem is challenging to imagine what the maximum you can earn from the benefit if used with a new solution.

IV: Thinking
We have the capacity to think about, but the main source of obstacles to solving our problems is how we use capacity, these constraints include the following:
• Lack of knowledge or skill in the process of resolving the problem.
• lack of creative thinking.
• Lack of flexibility in thinking.
• Lack of systematic thinking process.

The practice increases the ease of our use of flexible thinking while solving the problem but the following strategies can benefit us as well:
1 - Be systematic and work in an orderly fashion.
2 - see the best way for every problem.
3 - trained to use various means to help resolve the problems.
4 - If you do not understand the language problem, or if you did not have the appropriate knowledge to work with someone else has this knowledge.
How to develop your ability to solve problems
Peace be upon you

Since a long time and I'm looking at the issue of improving learning ability and comprehension and speed reading to be able to read the largest possible number of books in the shortest time. More styles used in this area and that I have seen do not benefit from the computer as a tool is very important in this area. Some time ago I was thinking a way to help computer users to maintain the health of their eyes due to caused by improper use of a computer from the very serious problems of the eye. Such deviation and severe drought and chronic myopia, which result in severe headaches and a lack of comprehension and the ability to read and very nervous.

The idea occurred to me is that I schedule a program little used in every minute that he had to blink and to remember every hour to perform special exercises for the eyes read about it in one of the medical books and has proved these exercises effective in the elimination of myopia and farsightedness as well as deviation and improve the ability to move the eye quickly, which means improving the ability to recognize pictures of things around the person and the ability to read.

Before the start of this project I researched on the Internet for any similar ideas by other programmers. I can not find, but very few of such a program and is not applied the idea in a scientific manner and good medical. The exception of one strain is actually my attention and should be of interest. The name of this program is to EyeQ and is designed to increase reading speed and comprehension by improving the speed of eye movement. Remarkable in such a way that it facilitates the education of children and so it is useful in so many areas of our lives, not read-only.

The project that I want to ask, which is now on the list of projects that I work it is to do programming like program EyeQ and to add in a lot of features that are missing from the program. Of course the most important feature is that the program is in Arabic so that our young people and elders of the use and benefit from it. This project will be, God willing, with a great benefit to our nation and will help students, teachers and computer users to improve their capabilities and capacity to maintain the health of their eyes.

EyeQ program is available online through the Rapid Sher and others. Please all who wish to participate in this project to be put of his ideas here. If there is a desire of many to proceed with this project we will do the necessary study and the necessary planning to do.
